Market lights waste energy

DESPITE the government and local authorities encouraging us to save energy and be energy efficient, a policy with which I fully concur, our own local authority does not seem to comply.
When I walked through the uncovered part of the market on June 6 at 3pm I noted that all the market stalls lights were shining very brightly, despite the fact that not one of the stalls were in use.
There were 12 rows of stalls, each with 14 light fittings and each containing two 100 watt lamps.
This is a total load of 33.6Kw all burning for no reason.
What a waste of energy and a waste of money, which we no doubt as rate payers are paying for.
Some explanation from the authority for this total waste of energy and rate payers money would be appreciated.
